Marine employers must establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels. Employers must maintain records of chemical tests as provided in 49 CFR 40.333 and must make these records available to Coast Guard officials upon request. MI observed employer unable to produce up-to-date MIS report. 46 CFR 16.230 (a) & 46 CFR 16.260 (a)

Vessel must be equipped with proper navigational lights as described in rules for navigation 33 CFR 83.20. Vessel's starboard side navigational running light was inoperable. Vessel is restricted to daylight operation only until corrected. 33 CFR 83.20

Fuses must be of the cartridge type only. Replace overcurrent fuses on the battery line and audio amplifier line with approved cartridge type fuses. 46 CFR 183.380(l)

Each battery in an item of lifesaving equipment must be replaced during the annual inspection if the expiration of the battery has passed. Replace battery in ring life buoy waterlight. 46 CFR 185.726

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Vessel did not have emergency instructions onboard. 46 CFR 185.510 (a)

46 CFR 181.520 The installation and location of all portable fire extinguishers must be to the satisfaction of the Officer in Charge, Marine Inspection. Forward fire extinguisher mount detached from railing. Re-attach mount for fire extinguisher.

46 CFR 185.604(i) Each ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018. Vessel is restricted to daylight operations until retroreflective tape is replaced.

46 CFR 185.604(h) Each life jacket must be marked with Type I retroreflective material approved in 46 CFR 164.018. 01 extra child size life jacket requires additional retroreflective tape. Vessel is restricted to daylight operations until retroreflective tape is replaced.

Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. Existing fire extinguisher mounts are inadequate. Replace with mounts from manufacturer or installation to the satisfaction of the attending Marine Inspector. - 46CFR181.520

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection. Accommodation space extinguisher's neck is rusted an unserviceable. Replace with approved type with minimum 2-A classification. - 46CFR181.500

The owner or operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crewmember is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required by § 185.510 of this part. Crew training shall be logged for review by the Coast Guard upon request. The training entry shall include the following information: Date of the training and general description of the training topics. No record of training or drills. Provide updated training and drill records to USCG. - 46CFR185.420

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. Vessel's charts were inadequate. Replace to the satisfaction of the attending Marine Inspector. - 46CFR184.420

Vessel's COI requires passenger weights to be recorded and the scale used to weigh passengers be calibrated when operating "in lieu of assumed average weight". Vessel operator was unable to provide log of passenger weights and record of scale calibration. Provide. - 46CFR176.112
