THE CONDITION OF THE SHIP AND ITS EQUIPMENT SHALL BE MAINTAINED TO CONFORM WITH THE PROVISIONS OF THE PRESENT REGULATION TO ENSURE THAT THE SHIP IN ALL RESPECTS WILL REMAIN FIT TO PROCEED TO SEA WITHOUT DANGER TO THE SHIP OR PERSONS ONBOARD. PSCO OBSERVED SEVERELY WASTED STEPS ON STARBOARD SIDE EXTERIOR LADDERWELLS BETWEEN BRIDGE AND FREEFALL LIFEBOAT. STEPS WERE SOFT AND EVIDENCE OF MAJOR RUST WAS OBSERVED. 74SOLAS(14) 1/11

Each vessel required to be fitted with an Automatic Radar Plotting Aid (ARPA) under §164.38 of this part must be fitted with a device to indicate speed and distance of the vessel either through the water or over the ground. Sector Jacksonville Port State Control was notified via eNOA (Electronic Notice of Arrival) that the vessels speed and distance indicator is currently Inoperable and is unable to be fixed while in the Port of Jacksonville 16ac
