The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company. PSCO discovered that all portable and fixed gas detection could not be calibrated as per vessel's SMS, because the span gas was expired for the portable detectors and not available for the fixed detector. Vessel submitted requisition for span gas on January 20, 2023 and September 26, 2023 but have not received any support from the company to meet SMS and SOLAS/ IBC code regulations. Flag state surveyor issued a deficiency for not having adequate span gas which was captured as a "prior to departure" SOLAS deficiency.
Recommend an external audit to determine support gap between company, DPA and vessel.
