2020: Vessel shall conduct fire drills as if there were an actual emergency and in accordance with the vessel's training manual. Vessel failed to conduct satisfactory drill due to lack of proper fire protection for crew members entering space; fireman on second chance entered space without means to fighting a fire. The vessel was allowed a third chance after discussing with captain and crew.
