The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following functional requirements shall be met: means shall be provided to control leaks of flammable liquids. PSCO received report from the NRC of the discovery of a crack in the fuel tank #2 inside the vessel. As a result, approximately 800 gallons of low volume sulfur oil was released inside cargo hold #2. 74 SOLAS (2020) Ch. II-2 Reg. 4.1.1
