The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons onboard, due regard being paid to moving parts, hot surfaces and other hazards. 01315 - Oil record book - Every oil tanker of 150 gross tonnage and above and every ship of 400 gross tonnage and above other than an oil tanker shall be provided with an Oil Record Book part 1. 15101 - Safety and environment policy - The company should establish a safety and evironmental protection policy which describes how the objectives given in paragraph 1.2 will be achieved and should ensure that the policy is implemented and maintained at all levels of the organization, both ship-based and shore-based. The company's safety management system environmental protection plan states that the C/E is responsible to maintain properly the oil record book and that details of all bunker loading, bulk lube oil loading, and engine room bilge handling operations must be recorded as per MARPOL and the instructions provided. based on serious deficiencies no 1, and no 2, PSCO believes the company environmental posicy is not being fully implemented by the C/E.
