After any survey of the ship has been completed, no change shall be made in the structural arrangements, machinery...without the sanction of the adminstration. PSCO's identified modifications to the main engine which has resulted in jacket water leaking from the engine cylinder cover. Several washers/spacers installed between the fastening screws and the surface of the cylinder cover.
