46 CFR 147.60 b(i) Cylinders must always be secured and, when noy in use, they must be stowed in a rack in an upright position, with the valve cap in place. CO KOBE had oxygen and acetalyne bottles in stores unsecured and making direct contact with the deck. Other tools were also stored in oxygen and acetylene lockers. Before USCG departure, crew elevated bottles, secured bottles, replaced caps, and cleared lockers of other equipment.
