On ships carrying flammable or Toxic products or both, a water-spray system for cooling, fire prevention and crew protection should be installed to cover exposed cargo tank domes and any exposed parts of the tanks and cargo liquid and vapor discharge and loading manifolds. During operational testing of the vessels deck water-spray system if was found that the #1 Cargo tank dome and Portside and Starboard side manifolds did not have adequate coverage.
Action required: 17 - Rectify deficiencies prior to departure

Resolution: MSU Port Arthur received ABS Class report (BT3743851) attesting to the proper operation of the vessels deck water spray.
