Before ship leave port and at all times during the voyage all lifesaving appliances shall be in working order and ready for immediate use. PSCO observed fiberglass splitting on both Port and Starboard lifeboats around lashing bollards. Both inside and outside the vessel.

Resolution: Flag Dispensation letter and Class Survey Statement both attesting to temporary repairs and assuming responsibility for risk to continue use of lifeboats in current state until authorized lifeboat repair company can conduct permanent repairs.

Where remote control of propulsion machinery from the navigation bridge is provided and the machinery space is intended to be manned, the following shall apply: the speed shall be fully controllable from the navigation bridge under all sailing conditions. The governor on the main engine is inoperable, therefore, the speed of the vessel is unable to be controlled from the navigation bridge and must be controlled from the machinery space. 74 SOLAS 2004 II-1/31

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Multiple fuel leaks were reported during the Liberia record of inspection dated 16NOV2024, to include fuel leaking at the M/E fuel injectors #2, 4, and 5, and the M/E high pressure fuel pump #8. Repair these fuel leaks to the satisfaction of the classification society, and notify Coast Guard MSU Lewes PSCO to schedule an onsite inspection at [phone withheld]. Class must attest to proper repairs and USCG must clear this deficiency prior to movement. 74 SOLAS (2020 Cons.) I/II, II-2/4 1.1

PSCO observed ground detection device for 220V emergency generator switchboard functioning improperly. 74 SOLAS (2020) II-1/45.4.2
