Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Vessel crew was unable to start the rescue boat during Port State Control Examination. PSCO observed approximately two gallons of fuel in the rescue boat fuel tank and the fuel line was cracked. SOLAS 74(2014) III/20.2

While testing the deck water spray system the PSCO observed less than 20% efficiency/coverage of installed water spray line. However, It is clear with substantial evidence that the vessel is not following their maintenance procedure outline in shipboard SMS for ensuring the nozzles are clear of obstructions.
