Tank overfill alarm must activate a visible and audible alarm so that it can be seen and heard on the vessel where cargo transfer is controlled. The #3 port cargo tank overfill alarm is not activating a visible or audible alarm. This deficiency shall be rectified prior to loading the #3 port cargo tank to the satisfaction of the RO.

Resolution: The vessel rectified the defective alaram. On completion, the high and overfill visual and audible alarms were tested satisfactory.

01 1835 - Each tankship with a vapor collection system must be fitted with a pressure-senssing device tjhat activates an alarm when the pressure sensing device measures a high pressure of not more than 90% of the lowest pressure felief valve setting in the cargo tank vetning system. PSCO observed high pressur ealarm setting on all tanks adjusted to 2200 mmwg while conducting closed VECS operations, while VECSW operations pressures are required to be 1800 mmwg inhibiting the larm to activate at 90% of the lowest pressure relief valve setting at 2000mmwg. 46CFR39.2013(2) 10c
