PSCO observed oil soaked lagging on M/E, standing fuel oil on M/E cylinder #2 and #3, booster pump port side oil soaked with wet standing oil and lagging in purifier room on heavy oil filter, A/E 1-3 had wet oil all along engine body and standing fuel at filter.
