The arrangements provided shall be such as to ensure that the safety of the ship in all sailing conditions, including maneuvering, is equivalent to that of a ship having the machinery spaces manned. Measures shall be taken to the satisfaction of the Administration to ensure that the equipment is functioning in a reliable manner and that the satisfactory arrangements are made for regular inspections and routine tests to ensure continuous reliable operation. Vessel's Main Engine Control Panel and valve operation monitoring system are partially inoperable. Vesel currently depends on one monitoring screen for visual identification of parameters which restricts its ability to operate minimally manned. (74 SOLAS (04) II-1/46.1&2)

Main and emergency switchboards shall be so arranged as to give easy access as may be needed to apparatus and equipment, without danger to personnel. The front of switchboards shall be sufficiently guarded. Main switchboard has several newly installed breakers which differ in size from original breakers. These have created open slots to the feeding power rails which creates access to live electrical hazards. (74 SOLAS (04) II-1/45.2)

The condition of the ship and it's equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. When the Port State Control team witnessed the emergency and main steering test, a 5 degree deviation was onserved and a hydraulic lock alarm was activated as the team tested the #2 steering gear pump.
