The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements. During documents check, PSCO observed entries on 11APR24 and 12APR24 for non-comminuted category B (food waste) into an ANNEX V special area. The vessel has a comminuter on board and various crew members provided different answers for when the comminuter is used and when it was last used. Additionally, the crew indicated that both entries were clerical errors and that they are so accustomed to not using the comminuter they accidently recorded those entries as such. Recommend an internal audit focusing on garbage management plan within 30 days. 74SOLAS(20) IX/3.1 ISM 10.1

Electrical installations shall be such as to minimize the risk of fire and explosion from flammable products. PSCO observed severe wastage on electrical cable runs on deck located within the hazardous area per the vessel's approved hazardous location plan. PSCO observed large holes in cable runs to starboard slop framo flow meter, 6S framo flow meter, 5S tank radar, and 2S electrical junction box. 74SOLAS(20) VII/10 IBC Code 10.1.2

Discharge of the following garbage into the sea within special areas shall only be permitted while the ship is en route and as follows: .1 Discharge into the sea of food wastes as far as practicable from the nearest land, but not less than 12 nautical miles from the nearest land or the nearest ice shelf. Food wastes shall be comminuted or ground and shall be capable of passing through a screen with openings no greater than 25 mm. PSCO observed entries in vessel's garbage record book for non-communited category B (food waste) into the Gulf of Mexico, an ANNEX V special area. The vessel has a communiter on board and explained that it was a clerical error. MARPOL Annex V 6.1.1
