SELF ACTIVATING SMOKE SIGNALS REQUIRED BY REGULATION III/7.1.3 SHALL BE PROVIDED WITH A QUIC-RELEASE ARRANGEMENT THAT WILL AUTOMATICALLY RELEASE AND ACTIVATE THE SIGNAL AND ASSOCIATED SELF IGNITING LIGHT CONNECTED TO A LIFE BUOY HAVE A MASS OF NO MORE THAN 4KG. PSCO OBSERVED AN IMPROPER ARRANGEMENT ON BOTH SIDES OF BRIDGE WING IN REGARDS TO THE QUICK RELEASE SELF-IGNITING BUOYS. UPON PROPER INSTALLATION, SMOKE BUOY ACTIVATION LINE WAS ACTIVATED RESULTING IN NO SMOKE RELEASING AS DESIGNED.
