DURING EMERGENCY FIRE PUMP TEST, PSCO OBSERVED THAT THE EMERGENCY FIRE PUMP STARTED AND WAS ABLE TO TAKE SUCTION AND PRESSURIZE THE DISCHARGE LINE, BUT THERE WAS NO WATER FLOW AT THE FIREFIGHTING STATIONS.
