13199 (Other Machinery) - The main steering gear and rudder stock shall be capable of putting the rudder over rom 35 degrees on one side to 35 degrees on the other side with the ship at its deepest seagoing draught and running ahead at maximum ahead service speed and, under the same conditions, from 35 degrees on either side to 30 degrees on the other side in not more than 28 seconds. When conducting steering gear test on pump #3, the pump provided no pressure to move rudder to any position in 28 seconds. SOLAS 04 II-1/29.3.2
