Marine Inspector identified a lack of alcohol testing devices on board (alcohol test swabs), in addition to the absence of an employee list indicating personnel enrolled in the on board Drug and Alcohol Program. Provide evidence of sufficient drug and alcohol testing devices, and of a comprehensive drug and alcohol program to the satisfaction of the Marine Inspector. 46 CFR 4.06-15(a)(1)
