A rescue boat is not required for a vessel operating on the continental shelf of the United States, if - (1) The OCMI determines the vessel is arranged to allow a helpless person to be recovered from the water; (2) The recovery of the helpless person can be observed from the navigating bridge; and (3) The vessel does not regularly engage in operations that restrict its maneuverability. Vessel could not prove the rescue platform and crew could recover a helpless person.

Vessel did not have the immersion suits stored at the proper locations as well as not labeled.

The size of the visual display, the fineness of graduations, and the orientation of the display will be considered. In no case shall the upper range of the gage be less than 1.2 times nor more than 2 times the pressure at which the relieving device is set to function. MI observed both port and starboard air receiver gauges do not comply with cited regulation. Operator to replace gauges with suitable type to the satisfaction of the attending MI. 46CFR54.15-5(f) 60c.

Each power motor for the main and auxiliary steering gear must have a “motor running” indicator light in the pilothouse, and in the machinery space, that activates when the motor is energized. MI observed that the motor run lamp in the machinery space was extinguished in addition to having a broken colored lens. Operator to troubleshoot the cause of the extinguished lamp, making repairs and replace the lens- to the satisfaction of the attending MI. 46CFR58.25-25(f) 16c.

Each lifebuoy must be capable of being rapidly cast loose;Each lifebuoy stowage position must be marked with either the words “LIFEBUOY” or “LIFE BUOY”, or with the appropriate symbol from IMO Resolution A.760(18);Markings. Each lifebuoy must be marked in block capital letters with the name of the vessel and the name of the port required to be marked on the stern of the vessel under § 67.123 of part 67 of this chapter. MI observed stowage of 01 stern life ring, the marking of stowage locations and, marking of the life buoy itself was not in compliance with the stated regulation. Operator to relocate life ring to suitable no blocked location, remark, and correct marking of stowage locations as per stated regulation and to the satisfaction of attending MI. 46CFR199.70(a) 16c.

Each battery clearly marked with an expiration date and used in an item of survival equipment must be replaced during the annual inspection if the expiration date has passed. MI observed the ring buoy float light requires annual battery replacement. There were no markings of the replacement on the float light and no record or log of servicing. Operator to comply with cited regulation and provide documentation to the satisfaction of the attending MI that the batteries have been replaced annually and details recorded. 46CFR199.190(f)(4) 16c.

On vessels of 500 gross tons or more there must be at least one shore connection to the fire main available to each side of the vessel in an accessible location. Suitable cut-out valves and check valves must be provided. Suitable adapters also must be provided for furnishing the vessel's shore connections with couplings mating those on the shore fire lines. Vessels of 500 gross tons or more on an international voyage, must be provided with at least one international shore connection complying with ASTM F 1121 (incorporated by reference, see § 95.01-2). Facilities must be available enabling an international connection to be used on either side of the vessel. MI observed the lack of any installed international shore connection. Operator is required to comply with the cite and to the satisfaction of the attending MI. 46CFR95.10-10(c) 16c.
