PSCO OBSERVED 01 CERTIFIED SAFE FLAMEPROOF LIGHT ENCLOSURE IN THE CARGO PUMP ROOM TO BE MISSING THE CERTIFIED SAFE BLANK PLUG. THE CURRENT ATTACHED CABLE GLAND WAS OBSERVED FILLED WITH A SILICON-TYPE MATERIAL. FLAMEPROOF LIGHT ENCLOSURE IS ON THE EMERGENCY CIRCUIT FOR CARGO PUMP ROOM. DEFICIENCY IS TO BE RECTIFIED PRIOR TO COMMENCEMENT OF CARGE DISCHARGE OPERATIONS. CITE: 74SOLAS(04) II-1/45.10.2 ACTION CODE: 34AC
