PSCO observed that the vessel tested their bunker lines to 1 times the maximum allowable working pressure. Prior to conducting bunker operations vessel must test bunker lines to 1 ½ times the maximum allowable working pressure- 33CFR156.170(c)(4)

Resolution: It was confirmed that the bunker line was tested by 1 1/2 times of the maximum allowable working pressure on 25OCT16 in accordance w/ the procedure for hydrostatic testing for fuel oil bunker line established by the master and reviewed by the company.

1720-Control of oil Discharge - Any discharge into the sea of oily mixtures from a ship of 400GT and above shall be prohibited except when the oily mixture is processed through an oil filtering equipment. PSCO was informed by C/E that the vsl was discharging bilge water from the engine room wells through a installed bilge/ballast eductor system w/o first passing through OWS-MARPOL Annex I/15.

1745-15ppm Alarm Arrangements- Any ship 10000GT & above shall be fitted with Oil Filtering Equipment complying with paragraph 7 of MARPOL Reg 14. After review of the Oil Record Book (ORB) entries and stored data from the MEPC107(49) Oil Content Meter (OCM), the PSCO discovered numerous inconsistencies after 13Jan2011 between the ORB and the OCM data logger.

1499- Other(Aux Machinery)- Each Bunker line transfer pipe must be tested annually and not leak under static liquid pressure at least 1.5 times the MAWP. Vessel conducted annual test however, air was used as a medium. Vessel is prohibited from conducting bunkering operations in U.S waters until bunker line is static liquid pressure tested and recorded (IAW 33CFR155.820). - 33CFR156.170
