0610-Lifeboats-all life-saving appliances shall be in working order and ready for immediate use. PSCO observed port side lifeboat could not raise to cradle w/out circuit breaker tripping off-line. Only once the crew reset the breaker were they able to properly cradle the lifeboat. SOLAS 74 III/20.2. 17a
