A permanently installed system of gas detection and audible and visual alarms should be provided for: cargo compressor rooms. After calibrating the fixed gas detection system to 50% LEL with the crew, the panel increased to 70% LEL once span gas was introduced. Additionally, the visual alarm did not activate in a timely manner, when the visual alarm did activate approximately 01 minute after the panel read 30% LEL, the gas detection panel did not sound an audible alarm.

In order to discharge ballast water in the waters of the United States, the vessel must use a Ballast Water Management System (BWMS) type approved by the US Coast Guard, use an Alternate Management System (AMS), or use ballast with water from the US Public Water System (PWS) according to the schedule in paragraph (b) of this section.
This existing vessel, keel laid in 21 JULY 2008, with a ballast capacity of 18,537 cubic meters, dry-docked in 26 MAY 2016 has passed its compliance date and has not installed a BWMS or AMS. Prior to discharging untreated ballast water in the waters of the United States, the vessel must comply with one of the approved ballast water management methods listed in 33 CFR 151.2035(a).
This deficiency will not be cleared until CG examiners receive information that the vessel installs a BWTS, AMS, or decides to use only public water from the US Public Water System (PWS).
