The oil discharge monitering and control system shall be designed and installed in compliance with the guidelines and specifications for oil discharge monitoring and control syhstems for oil tankers developed by the Organization. Vessels ODME system had a severed fresh water line leading to the flow rate monitor rendering the system inoperable with tested.
