and/or bulwarks. There were sections of guard rail
between stanchions that were regular rope in the

The subject vessel currently has an unlicensed deck department consisting of three persons with the STCW II/5 (AB) endorsement and two persons with the STCW II/4
(RFPNW) endorsement. All other positions listed on the
COI's minimum safe manning are currently filled/met.
The minimum manning required by the COI shall be
obtained within 30 days' time (9/27/22). In the meantime, at the minimum, the current manning level onboard shall be maintained.
