The arrangement of a vessel must allow the safe operation of the vessel IAW the terms of its COI. MI received video evidence of parasail line parting during operations. Vessel is restricted from carrying passengers until line is replaced and MI can attend vessel to test line with parachute up.

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Marine Inspector was told prior to inspection that EPIRB battery was expired. Operations restricted to not exceed 3 miles from shore until rectified to the satisfaction of the USCG. 46 CFR 67.17
