(1) Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date.

46CFR181.420- Must be approved. Fire extinguisher has lapsed servicing.

A vessel on a lakes, bays, and sounds, or rivers route must carry: three hand red flare distress signals and three hand orange smoke distress signals. Vessel was missing 03 orange smoke flares.

Ring life buoys have deteriorated retro reflective tape as required by 46CFR185.604(i). Replace with Type II retroreflective material approved in accordance with 46 CFR 164.018. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

A vessel on a lakes, bays, and sounds, or rivers route must carry (3) Three hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, and (3) red had flares per 160.021 in subchapter Q of this chapter. Red Flares may be substituted for orange smoke. Vessel currently has 4 Red Flares onboard. To meet the minimum regulatory requirements, Provide Vessel with 2 hand orange smoke or 2 red had flares. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

The use of twist-on type wire nuts is permitted as long as it is made within an enclosure and the insulated cap of the connector must be secured to prevent loosening due to vibration. Vessel is utilizing twist-on type wire nuts for light fixtures but are not in an enclosure and further does not meet minimum standard as required by 46CFR120.340(i). The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Unless otherwise specified, vessel owners must pay the fees required by this subpart before inspection or examination services are provided in accordance with 46 CFR 2.10-20(a). There is no evidence vessel inspection user fees were paid. Pay all user fees and provide documentary proof that payment was submitted before any further inspection or examination services are provided to the satisfaction of an attending Coast Guard Marine Inspector.

Provide proof of Man overboard and Abandon ship drills and training as required by 46CFR185.520. Abandon ship and man overboard drills and training shall be logged or documented with the date of the drill and training and general description of drill scenario and trading topics. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector

Provide proof of Fire fighting drills and training as required by 46CFR185.524. Firefighting drills and training shall be logged or documented with the date of the drill and training and general description of drill scenario and trading topics. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Crew training and drills, Provide proof crew training at least every 3 months as to the duties the crew member is expected to preform as required by 46CFR185.420. Crew training shall be logged or documented with the date and general description of the training topics. The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crew members on inspected vessels who occupy a position, or perform the duties and functions of a position, required by the vessels Certificate of Inspection. Provide proof that crew members are currently enrolled in a Random testing to meet the requirements of 46CFR16.230.

No marine employer shall engage or employ any individual to serve as a crew member unless the individual passes a chemical test for dangerous drugs for that for that employer. Provide proof of a passed chemical test for dangerous drugs of all crew members to meet the Pre-employment testing requirement of 46CFR16.210(a).

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked ‘‘First-Aid Kit’’. A first-aid kit must be easily visible and readily available to the crew. Provide a first aid kit. 46CFR184.710 The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Provide basic first aid and CPR training and certification in accordance with the guidelines for deckhand training found in NVIC 1-91 and OCMI manning requirements found in 46CFR15.501. At least one member of the crew must be current in their certifications.The vessel will be restricted from carrying passengers after September 23, 2022 if the deficiency has not been corrected to the satisfaction of an attending Coast Guard Marine Inspector.

Vessels all around white light is broken and needs to be replaced with a new light that has a CG approval for 2 mile visibility per 33CFR82.23(d) and 33CFR83.22. Vessel has 7 days to replace and is prohibited from getting underway between sunrise and sunset and in restricted visibility.

Either provide servicing for all portable fire extinguishers onboard or provide documentary evidence that the portable extinguishers have been serviced in the last year in accordance with NFPA 10. The last inspection label on the bottles was dated April 2016 and the owner stated that this was a mistake by the fire servicing company.

Provide and post emergency instructions for fire, rough weather and man overboard in accordance with 46 CFR 185.510.

Install positive shut off valve for bilge pump. 46CFR182.520 due by 09MAR17. Owner installed a check valve in the discharge line. Owner was advised to install a positive shut off valve. Extended the compliance date to May 1, 2017

Install shutoff valve for fuel tank 46CFR182.458(b)(4) due by 09MAR17

Mark fuel shutoff station 46CFR182.608 due by 09MAR17

Fuel tank is required to have a shut-off valve at the tank connection that must be manually operable from outside the space. Submit installation proposal for teh shut-off valve for the fuel tank to include types of fittings to be installed and location of where the valves are to be operated to be secured. 46 CFR 182.455
