An operation and maintenance manual for the flammable vapor detection system must be kept onboard. No operation or maintenance manual was present at the time of the inspection. Additionally, vessel personnel were testing the vapor detection system by saturating a rag with gasoline. The vessel shall ensure that testing of the vapor detection system is conducted in accordance with the approved system manufacturer's recommendations.
