Oil filtering equipment shall be designed to ensure oily mixtures discharged into sea has as oil content of less not to exceed 15ppm. PSCO observed closed valve on outboard (discharge) side of OCM water sample line, not allowing a continuous flow of water through the OCM for proper reading. MARPOL Annex I CH3 Reg 14.6

Resolution: Recieved class and technicians reports clearing deficiency. Technician removed valve and installed a flow regulator to ensure even flow to OCM.

Each Vessel of 10,000 GT or more must have, in addition to the radar system under 33 CFR 164.35a, a second marine radar system that operates independently of the first. Vessel was unable to repair secondary marine radar system while inport due to lack of repair parts identified by the attending service technician. Letter of deviation issued, with conditions, to depart the port of Pascagoula, Mississippi with an inoperable S-Band radar.

Resolution: Received and reviewed Technician's service report, Class survey report, and now SOLAS Safety Equipment Certificate. The S-Band radar was repaired and found in good working order.
