Oil filtering equipment shall be designed to ensure oily mixtures discharged into sea has as oil content of less not to exceed 15ppm. PSCO observed closed valve on outboard (discharge) side of OCM water sample line, not allowing a continuous flow of water through the OCM for proper reading.

Vessel was unable to repair secondary marine radar system while inport due to lack of repair parts identified by the attending service technician. Letter of deviation issued, with conditions, to depart the port of Pascagoula, Mississippi with an inoperable S-Band radar.
