All electrical apparatus shall be constructed and so installed as not to cause injury when handled or touched in the normal manner. Vessel had electrical fan installed in the purifier room with the power cable spliced and installed into an electrical box.

Resolved
Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. Vessel was unable to successfully start their stern launch lifeboat during lifeboat checks. Crew informed PSC officers it was due to a faulty battery and provided evidence that a request for a new battery had been submitted.
