Port State Control Officer observed the fuel stop valve for the emergency generator enclosed with a bolted plate and not easily accessible. 74 SOLAS (20) II-2/4.2.2.3.4

Port State Control Officer observed portable fire extinguishers in the engine room and emergency generator room missing inspection dates for the monthly checks. In meeting the requirements of 10.1, The company shall ensure that inspections are held at appropiate intervals. Ships Procedures JHL 21 REV 23 Form CE 06 (2.2 and 2.5) Requires inspection of emergency generator quick closing valves. Section 4.2.3 requires portable FFE monthly inspections to be recorded in logbook. Multiple portable extinguishers in engine room weren't inspected and there were no ships procedures provided on how to inspect portable FFE. Deficiencies #2 and #3 are objecting evidence of a failure of SMS. An internal audit is required with a focus on FFE and critical equipment inspection records and procedures, provide record of audit results to [email withheld] 74 SOLAS (14) IX/3.1 ISM Code 10.2.1
