(a) Every tank vessel subject to the regulations in this subchapter shall be inspected ... by the Coast Guard to see that the hull, boilers, machinery, equipment, apparatus for storage, and appliances of the vessel comply with marine inspection laws, and the regulations in this subchapter, and when applicable, subchapters E, F, J, O, Q, S, and W of this chapter and 33 CFR parts 155 and 157. MI received report that SIXTY FIVE ROSES' port quarter Tow Bit is in unusable condition and it is unclear if vessel is in seaworthy state. Please submit causal analysis and repair plan prior to conducting commercial operations. 46 cfr 31.01-1(a)

Thermal Fluid Heater: Operational tests and checks of all safety and limit controls, combustion controls, programming controls, and safety relief valves must be conducted at the inspection for certification, periodic inspection, and when directed by the OCMI. It was found that the safety valves require bench testing and guages require calibration. Test and calibrate prior to conducting automatic control and safety tests. Complete automatic control and safety tests prior to credit drydock.

These tests and checks must be conducted in the presence of a marine inspector. Inspector found that the crew lacked knowledge on the operation and testing of the thermal fluid heater.
