All machinery associated with cargo loading, unloading, or cooling shall be capable of being shut down from a remote location. The Marine Inspector (MI) observed the air pressure gauge for the emergency shut down at the midpoint of the starboard side was cracked and the gauge for the emergency shut down at the aft end of the starboard side was not legible. Replace and confirm the proper operation of emergency shut offs prior to loading cargo. Cite: 46 CFR 38.15-20(a)

All valves, flanges, fittings, and accessory equipment shall be of a type suitable for use with liquefied flammable gases, and shall be made of steel or grade A malleable iron, acceptable for the service temperature of part 56 of subchapter F of this chapter. The MI observed both the paperwork for the testing / suitability of the gauges and the safety relief valves on the piping were not on board. Replace or provide documentation. Cite: 46 CFR 38.10-1

Port liquid and Port Vapor quick closing shut off valves do not meet requirements. Port liquid valve does not activate and port vapor valve exceeds 10 second closing time requirement. As per 46 CFR 151.20-5(f) quick closing shutoff valves shall operate from full open to full close under all service conditions in not more than 10 seconds without causing excessive pressure surges.

Safety relief valve was found set at 265 PSI and cargo tank MAWP was 260 PSI. Safety relief valves must be set to relieve at or below cargo tank MAWPs. Proceed to discharge cargo, but do not load until relief valves with settings of 260 PSI or less are tested and installed to the satisfaction of the attending Coast Guard Marine Inspector.
