PCT#5 Hi/Hi-Hi (overfill) alarm sounds whenever another tank's Hi/Hi-Hi alarm is activated regardless of the condition of PCT#5. Repair PCT#5 High level Alarm so that it alerts only in response to an High level condition in PCT#5.

Barges certified as tank barges (Subchapter D of this chapter) or cargo barges (Subchapter I of this chapter) for the carriage of cargoes regulated by this subchapter shall meet all applicable requirements for operations in the appropriate subchapters; in addition, requirements prescribed in this subpart shall apply to either type of certification.
Vsl reported touching bottom while moored at Windy Point Pier, NJ during active onload of ethanol. Upon discovery of soft grounding, vsl seized all cargo operations. Vsl reported no apparent damage or pollution on board or in the surrounding water.
Vsl shall conduct and underwater dive survey of the hull prior to cargo operations and provide supporting documentation.
Prior to departure, vsl is authorized local movement from Windy Point Pier to City Pier, Philadelphia, PA.
