Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on-board under normal and emergency conditions. Vessel reported issues with both gearboxes coming out of gear and unable to maneuver into forward or reverse. Prove proper operation of gearbox control prior to resuming operations. This deficiency may be cleared by the USCG or Vessel's TPO, TVIB.
