A towing vessel subject to this section must maintain a Towing Vessel Record (TVR)… The TVR must include a chronological record of events in addition to the items to be recorded in accordance with 46 CFR 140.915(b). A record review of the vessel’s TVR from October 2023 to March 2024 indicated that the vessel has not recorded events and required items in accordance 46 CFR Subchapter M. For instance, the vessel’s TVR chronological record of events was inconsistent and often left blank without record of vessel movements and operations. Personnel records were incomplete, not listing names and positions while operating the vessel as required. Navigation assessments were not being fully completed and documented as required.
Rigid Constructors shall ensure mariners operating the ITV ANGELA MARIE are familiar with TVR requirements and have the resources to complete adequate records and navigation assessment prior to getting underway, upon watch changes, and as conditions change during the voyage/operation.
