Access openings in such casings shall be fitted with doors complying with requirements of 12(1). The means for securing these doors weathertight shall consist of gaskets and clamping devices or other equivalent means and shall be permanently attached to the bulkhead or doors themselves. PSCO witnessed overhead steering gear hatch secured with turnbuckle.

Resolution: Received, reviewed and accepted class report from Clas stating the deficiency was rectified. The turnbuckle was removed and the hatch securing mechaism was overhauled and operated correctly.
