Towing vessels of more than 65 feet in length must carry at least the minimum number of portable fire extinguishers set forth in table 142.230(b); and one 40–B portable fire extinguisher fitted in the engine room for each 1,000 brake horsepower of the main engines or fraction thereof. VSL had 10B:C in place of 40B:C and over 65'.

This is not meant to restrict access to towing equipment such as winches, drums, towing gear or steering compartment equipment necessary for the operation of the vessel; guards were not installed over Main and flanking rudder posts and linkage. Crew stated they had new planks cut but left it off for inspection.
