Every steam pipe and every fitting connected threre to which steam may pass shall be so designed, constructed, and installed as to withstand the maximum working stresses to which it may be subjected. PSCO observed steam valve leaking by fuel system causing higher fuel oil temperatures.

Resolution: Recieved, Reviewed, and accepted class report from ABS stating valve had been repaired. Engine tested satisfactory.
Except as specified in paragraph 3 of this regulation, and ship of 10,000 gross tonnage and above shall be fitted with oil filtering equipment complying with paragraph 7 of this regulation. PSCO observed the designated pump for the oily water seprator not operating properly.

Resolution: Received ABS report stating that the solenoid valve orifice was blocked with small particles of mud. Solenoid was disassembled, cleaned, tested, and installed. All found in good order.
1740 Pollution Prevention/Response - Oil filtering equipment referred to in paragraph 2 of this regulation shall comply with paragraph 6 of this regulation. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oil mixtures is automatically stopped when the oil content of the effluent exceeds 15 ppm. In considering the design of such equipment and approvals, the Administration shall have regard to the specification recommended by the Organization. PSCO observed ORB entries indicating discharge through OWS on 01SEP17, 01NOV17, 15DEC17, and 12MAR18. These dates do not show up on the Oil Content Meter or ECR Alarm history computer or printouts.
