For the purpose of this reulation, the reuirements of the code shall be treated as mandatory. SMS reporting procedures for non conformity was not followed. Ballast water piping expansion joint had a leak and was patched with sealant.

0615-Rescueboats- PSCO observed crew was unable to start rescue boat in required time frame. Crew cleaned spark plug and was able to start engine after multiple attempts. PSCO also observed a large amount of oil substance leaking from the salt water intake and exhaust. SOLAS 74(2014)III/20.2

Resolution: Received class report from Nippon Kaiji Kyokai (class) stating the deficiency was rectified. The rescue boat engine had maintainance on the spark plugs, carburetor, and reduction gear. Egnine was run several times with no problems or leaks.
