The Company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the Company. In meeting these requirements, the Company should ensure that: inspections are held at appropriate intervals. Routine tests, testing procedures and documentation of testing completion is not captured in the SMS. Vessel reported a partial loss of propulsion. Main Engine governor alarm only allows the main engine to be controlled locally from the engine room instead of the bridge. Proper operation of propulsion system should be demonstrated from local and bridge control to an attending Coast Guard marine inspector or attending classification society surveyor with a report submitted to our office. Vessel is required to carry two additional licensed engineers so as to maintain a fully manned engine room at all times.
