The Coast Guard may grant an extension to the implementation schedule for the Ballast Water Treatment System (BWTS) of this subpart, only in those cases where the owner or operator can document that compliance with the requirement under 33 CFR 151.2025 is not possible. Extensions will be for no longer than the minimum time needed as determined by the Coast Guard. The subject vessel failed to meet the extension expiry date for installing a BWTS before the next recognized organization (RO) survey in accordance with the letter granted by CG-OES dated March 11, 2024. Provide a schedule for installing a BWTS in a timely manner to the Chief, Office of Marine Inspection (OCMI), Sector New York, and receive approval for this plan from the USCG Marine Safety Center (MSC).

Vessels that operate in salt water must be inspected in accordance with the intervals set forth in table 31.10-21(a). The day of this inspection marked the final day before the due date of the internal structural exam (ISE), yet an accumulation of water and mud in the wing voids and the aft rake prevented inspectors from conducting a complete exam. ISE credit will not be granted until each void space is cleaned to the attending marine inspectors' satisfaction.

Resolution: Vessel has cleaned ballast voids and will be exempt from BWTS requirements under 33 CFR 151.2015(d)(3). Vessels that operate in more than a single COTP Zone and take on discharge ballast water exclusively in a single COTP Zone.

When installed, the metallic armor or sheath must meet the installation reqs of Sec 25 of IEEE 45-2002. Armored sheathing on cabling fwd of mast was found discontinuous and worn. Repair armor or install bonding straps to make continuous. Repair damaged wire insulation prior to cargo ops. Provide repair proposal for modifications.
