PSCOs identified 04 cargo ullage opening gaskets which were significantly deteriorated as well as twisted and improperly installed.

Resolution: Received satisfactory DNV Class Society documentation attesting to the proper replacement and subsequent testing of COT ullage gaskets.
On a tankship, each cargo tank must be equipped with an overfill must activate an audible and visible alrm so that it can be seen and heard on the vessel where cargo transfer is controlled. Tank overfill alarm failed to provide visible indication as required. 33CFR155.480(B)(1)

Captain reported that speed log was not operable while vessel was drifting prior to entering port. Technician onboard repaired system and proved functionality of system prior to completion of exam.
