Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. The vessel reported a shaft seal failure and subsequent reduction of propulsion while underway at MM 842 OHR. Prove proper operation of the vessel's propulsion system prior to departure of COTP zone. The TPO may clear this deficiency on the USCG's behalf.
