Vessel lost propulsion in the port main engine. The machinery and electrical system must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel is authorized to use an assist tug to proceed to Cooper Fleeting. Repairs of the Port main engine must be made satisfactory to the Coast Guard prior to departure.
