Under or around each loading manifold and each transfer connection point, a fixed container or enclosed deck area that in conditions of the ships list or trim encountered during loading operations has a capacity of at least three barrels if it serves one or more hoses with an inside diameter of 6 inches or more but less than 12 inches. Vessels manifold containment on both the port and starboard side has approximately 4 inches of slop. Vessel will empty both manifold containments prior to any loading or discharge operations.

The last 1.0 meters of vapor piping upstream of the vessel vapor connection and each end of the vapor hose must be: labeled with the word "VAPOR" painted in black letters at least 2 inches high. Vessels vapor line was not properly labeled.
