The navigation assessment must incorporate the requirements of pilothouse resource management of §140.640, assess operational risks, and anticipate and manage workload demands. Vessel's Navigational Assessment is not up to date. Nav. Assessment conducted on 08MAR2019 - allision occurred on 13MAR2019. Conduct Nav. Assessment IAW 46 CFR 140.635 prior to getting underway.
