Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed lifeboat 8 unable to start. A 17C was issured on the form B and then cleared on the spot. Ships force found that the batteries was drained on voltage and would not take charge from the charger. ships force replaced with new spare batteries onboard. 74 SOLAS 20 III/20.2 11129 Deficiency code

PSCO witnessed the training that was given to Liferaft station 1. The Means of escape, including stairways and exits, shall be marked by lighting or photoluminescent strip indicators placed not more than 300 mm above the deck at all points of the escape route, including angles and intersections. The markings must enable passengers to identify the routes of escape and readily identify the escape exits. Additionally, escape route signs and fire equipment location markings shall be of photoluminescent material or marked by lighting. PSC observed 02 sections of low location lighting were flickering on and off and would remain off for extended amounts of time on 01 MVZ 03 stb side, and on deck 07 MVZ 05 portside. 74 SOLAS 20 II-2/13.3.2.5.1 code 7120 action code 10c

All life-saving appliances and arrangements shall comply with the applicable requirements of the Code. Provision shall be made for marking each life raft with the name and port of registry of the ship to which it is fitted. USCG Port State Control Officers discovered that all of the life rafts onboard had been recently replaced in dry-dock and that each loife raft was missing the vessel specific information documnet on the marking sheet attached to the life raft. Lifeboat #8 was utilized during the lowering of lifeboats to tender crews to each lifeboat for testing. Lifeboat #8 suffered an engine cooling casualty to the port engine during the lifeboat drills.
