Thermal Fluid Heater operational tests must be conducted at the COI and Periodic Inspection. Thermal Fluid Heater was not able to be tested during the Periodic Exam. Vessel required to lock and tag out Thermal Fluid Heater system and lock supply fuel line from generator to system. Vessel not authorized to carry cargo that use heating system until system placed back into service and satisfactorily tested.
